Barbara specializes in environmental, land use and construction law. Barbara joined NW&H in 2008, bringing an urban planning background to her law practice. She has more than thirty years of experience in the public and private sectors and as in-house counsel to a brownfields real estate developer.

Barbara represents businesses, property owners, real estate developers, non-profit organizations and serves as outside counsel to towns and redevelopment authorities, assisting them with cleanup and redevelopment, climate adaptation, and environmental compliance and permitting at sites with hazardous and solid waste, wetlands, flood risks, and other environmental concerns. She also assists clients with the development of renewable energy projects.and helps clients obtain and maintain liability protection,  negotiate resolution of disputes involving hazardous waste cleanup.

Barbara represents architectural firms in the United States and abroad in contract negotiations, regulatory compliance and corporate life-cycle matters. Her experience as in-house counsel to a real estate developer provides a unique understanding and ability to balance and negotiate owner, design, and construction concerns and assist clients with corporate growth and ownership transitions.

Prior Professional Experience

Brownfields Recovery Corp. General Counsel for brownfields developer. Managed environmental liability and remediation concerns, negotiated real estate and business agreements.

MA Department of Environmental Protection, Designed and implemented the Massachusetts Brownfields Act, provided technical assistance to municipalities, community development corporations and businesses, assisted in policy development and revision of regulations.

MA Executive Office of Economic Affairs, Assistant General Counsel. Drafted regulations, coordinated permit streamlining study, developed Covenant Not to Sue pilot project, represented agency on Clean Air Act SIP Steering Committee and advised agency on general legal matters.

Environmental lawyer at the Boston law firms, Foley Hoag and BCK Law. Represented businesses, municipalities, and nonprofit entities in environmental, land use, energy and real estate matters.

Urban Planning at Abt Associates: Analyzed affordable housing programs and municipal land use policies; provided technical assistance for HUD housing programs.

Cambridge Housing Authority, assisted in planning modernization of public housing developments.
